Spud meets SWBD

We currently have three guests staying in our apartment, two people from Seattle (USA) and their dog, who was described to us before he arrived as a small, well-behaved dog. This proved to be a very accurate description.

Here, Spud spots our new guest and puzzled that he smells like a dog, but is not behaving like the local types (i.e. not chasing her) she goes over to investigate...Closer...
What is that?
